While previous rumors about a 2024 release window now seem improbable, internal development is thought to be proceeding as planned.

The insider explains that important feature of this project is that it has not been brought into the in-house development of Atlus, but has been outsourced to Tose Software. It is a large firm based in Kyoto, known in its extravagance to the whole world for its large outsourcing role in the industry of video games. Tose has a story span of decades and has recently been been stated as a major customer for both Atlus and Square Enix, showing its capability to back large titles.
While the decision to outsource most of the remaking of Persona 4 Revival is quite striking, it suggests that the final strategic decision is now clearly made with Atlus.
