This one is a classic game from 2017 that never accrued enough recognition for it to take off as other games of the time. 2017 was a rather complicated year for indie developers because a ton of hits were happening in simultaneous, people was still hooked on Undertale as surprising some think that might be. One cannot reject free, so if you are given the chance to actually get it you should take it, while I believe that indie developers should be compensated for their effort, they should go for better stores too.
GOG allows people to own their games, and it always has some very neat offers, and while 911 Operator isn’t there, I believe the team should put it on sale there to not only boost their visibility, but also to allow people to own the game they buy. Otherwise people can rely on other methods that hurt sales and indie developers are unfortunately vulnerable to piracy. People just wishes to own what they buy, so if you give them the opportunity to do so chances are that they will actually buy 911 Operator instead of getting it for free.
