Chris Shannon, better known as Destiny Subreddit creator and Bungie community manager Cozmo23, confirmed the Dungeons included with the Deluxe Edition and Collector’s Edition of Destiny 2: The Witch Queen will be separate upgrade path.
The reddit post, which currently has over 1,000 downvotes, can be found below:
Hey everyone. We’ve seen some debate around the new dungeon content and wanted to clarify how it will be delivered next year.
If you get the Digital Deluxe Edition of The Witch Queen you will receive the expansion, all four Seasons for the next year, and the two Dungeons. If you get the Standard Edition, you can still upgrade to the Deluxe Edition to get the dungeons later. We will also be offering a separate way for you to purchase the Dungeons in the future, but they will not be included in the Season passes.
We will share more info on this closer to when this content is set to go live.

Following the news, a number of users have offered their own take on the situation. Some frustrated, others confused, with the general sentiment being disappointment in this choice.
As of now, Bungie has not offered further comments or information on what this path will look like. Given how popular this issue is we might see something tomorrow when Bungie releases their new This Week at Bungie but for now we wait.
Currently Destiny 2: The Witch Queen is set to release Feb. 22, 2021.
